That's the well-known tile offset bug (and you're not the only one wating for a proper bugfix)
There's another (filtering) issue you have there.
Do you see those ugly (blocky, pixellated) hills in the background?
This happens only at resolutions higher than native.
Add these lines to the .ini file:

Another bug found in Skies of Arcadia Legends.
Around the half of the first unskippable cutscene framerate goes crazy low practically freezing the game.
Latest Master seems unaffected.
Another issue with this amulator, Last used was 378, aside from the usual problems, worked good, but as for 381 or 388, sound and music began to strech and enlongate like and old LP, is a little tricky to note this, put once is noted, is an anoying issue because some with some time running the emulator, sound and music tend to cut itself to sync with the video with every game loaded..........so i'll stick to 378 version that has not this issue for now with my actual specs.
The tile offset bug is fixed in the latest PR Test build.
Tino if i sent you the files for a DOF shader is there anyway you could port it into dolphin? I have an idea for an alternate DOF thats not Dynamic. Instead you just choose how far it reads the game before it adds the blur.
Here's an example:

As you can see it renders the blur into the background rather than whats up front. This is what ive been trying to do with the Matso DOF but it always acts differently according to certain stages and such.

The game is now perfect. Running flawlessly with texture pack at 4K! Finally no errors! Looks so much better than the Wii was ever capable of doing.
I REALLY hope the NX system is going to be decently powerful so we don't really need much an emulator so soon.
