Is there a log or something that you can review that would give you obvious clues as to what may be going on?

have you tested against olde version for example against stable release?
I just went back as far as v699 from June of last year and tested the Stable v758 build as well. Both present the same problem, unfortunately.

From which folder? on Documents/Dolphin Emulator i got these info but i think is from the default Dolphin (not yours), because it does not have gfx_dx12 for example

EDIT: to add, when i set a Texture Scaling besides the "OFF" option, it gives a stutter every like 3-5 secs, this is because my pc is not capable? i run with my config at 60 fps without problems, i put that, it stays at 60 fps but stutters occurs
EDIT2: Changed to DX11 and problem solved, but i still get Stuttering with any texture scaling option besides OFF, even if i'm using internal resolution, i hope i can fnd a solution to this since with XBRZ any game looks AMAZING, but i can't play with that stutter Sad
