The .ini fle still overrides that setting (forces Dolphin to use EFB to RAM) even if you set 'EFB to Texture' in the Graphics Settings.
You have to edit the per-title .ini file to remove the override.

The difference is that ReClock can look at future sound samples and make its calculations based on them, dolphin does not know what the samples are until it has emulated the next frame(s).
I have a huge issue, hopefully you can find the problem Tino. I'm getting black textures on OpenGL on the newest devlopment build(4.0-5823) and the newest Ishiiruka version(296).

I kept going back development builds and Ishiiruka builds until I found the point on both where this started occuring. On the development builds number 4.0-5819(Fix clamping for rectangles) is when the problem occured and on Ishiiruka the problem occurs on version 293. Could you please look into it and if you can also report this problem so they can fix it on the development builds also. My current configuration is a Core i7 4790k and GTX 980. Also if it's not too hard could you please add Bordless Fullscreen to OpenGL, I get a huge speed boost on the development build with it engaged and your OpenGL runs the same speed as the development build without borderless so I would love to have the same speed boost on your version, thank you.

Not necessarily. For example Ishiiruka on Just Dance 2 Summer party on dx11 is unplayable (can't see dancers), on dx9 dancers are glitched and Ogl is perfect. There are also few other luckily rare examples that i can't remember right now.

i did'nt know anout those issues can yu give more detail?
I'm not at home right now and i must check if it's issue also on master, but tonight i'll make fifo log if it helps. I also use Ishiiruka exclusively for JD series for its wiispeak support.
Anyway, in JD2 summer party in dx11 all 2d graphics are messed up (Ubisoft intro, main menu, dancers while the background is ok). Efb to ram and safe texture cache helps a little but nearly not enough. dx9 is somewhat better, i'll post some screens tonight. I'll check other games as well.
I do have a problem that is only on Ishiiruka, on the game Mario Party 5 on the mini game "Pushy Penguins" the snowflakes aren't emulated correctly. I'll post pics when I get home. Also on that game there's a certain powerup that when you use it, it crashes the whole game.(the caterpillar capsule or if you land on the caterpillar on the game board)

SSE2 optimized fallback vertex loaders - much faster than Ishiiruka's unoptimized fallback (15% speed boost). Still not ready for merging (black textures in nsmb)
Ok, I don't know if it's appropriate because it also happens on master, but only dx11 is broken. As I said, SJ9E41 is fine on Ogl and with tiny glitch in dx9. Maybe Tino could find out what's wrong. Here are shots. First is dx9, other two are dx11.[
