The Window Vsync stutters cause it just forces the rendered picture to be in sync with the screen either getting getting the latest rendered picture, Or just using the old one.
Cause  Windows can't just wait in line for a picture to appear, it just forces them to be in sync causing random stutters at times.

Well, after doing some testing last night, I was pleased to find that vsync does not impact my system's performance with dolphin as much as it did a couple of years ago, when I decided to use borderless fullscreen and no vsync. I don't know if it is because of all the optimizations that have come along in the past two years or if there have been changes in the way vsync is implemented in dolphin but vsync is not causing me to drop under 60FPS in the games I tested last night: SMG2, MKW, SMS (with 60FPS hack), DKCR.
I couldn't quite compare the performance with and without vsync because all the games I've tried so far run at a full 60FPS and vsync will not go higher than that, since it is locked to the display's refresh rate. However, as long as I can stay at 60FPS, I don't care if there is a degradation.
As zerowalker suggested, the animation does look smoother than with BL fullscreen as I don't see any of the stutter I used to see with DKCR. The stuttering wasn't extremely annoying and was certainly better than screen tearing but with vsync, the experience is simply better.

I'm using both, Borderless Fullscreen and V-Sync (but no Render to Window) for quite a while now and it seems to be the smoothest solution for me.

Maybe you are using OpenGL and therefore not taking advantage of exclusive fullscreen mode which is only available on D3D.
Nah, using DX11. I actually always hated borderless window or rather thought from its concept it must be worse for performance than exclusive fullscreen, but my testings one or two years ago (with Dolphin as with lots of games, actually) showed me borderless actually looks a lot smoother for me (not sure if it's actual FPS or a more stable image or whatever). Since then I'm always using it.
I'll try to find a game that I can't run at 60FPS and test both on my system with and without vsync. Dolphin is so optimized these days that I can run most games at 60FPS. Perhaps Twilight Princess without the Hyrule Field hack will do the trick.
How well does Vulkan work on Ishiiruka?

In version 792 whenever i open the dolphin configuration,
In the Wii tab.. PAL60 MODE defaults back to unchecked
again in the wii tab.. Sensor Bar defaults back to bottom
Most settings (except "insert SD card" and "connect USB keyboard") behave improperly like the latter.
The configuration menu will only trigger a reset to a fix default configuration only when the dolphin configuration menu is actually reopened (only then).
I have verified this looking at the /User/Config/Dolphin.ini, the settings remains saved after the program is terminated and relaunched, the problem (in my case)
definately only occurs when the dolphin configuration menu is open.

Also, Mario Sunshine hasn't been loading on OpenGL starting on version 770-onward. It works on the stable build(721) though. Its not a big deal but its kind of annoying since Sunshine runs the best on OpenGL.
@ Iggin: Do you have cheats enabled? If yes, try disabling them.
