You need Windows 10. Other than that, you don't have to add anything (no plugins are used).

Just wanted to report a potential issue with the Ishiiruka build and Donkey Kong Country Returns. It would seem that after 30 min of playtime on the first level, the emulator crashes. I am running it with directx12. I have tested it and this issue does not occur on the main branch release.
Hi, great job in Ishiiruka but I'm having some trouble with custom textures. Some texture packs use the old naming format which Ishiiruka does not load. The new Dolphin converts them automatically but Ishiiruka does not. Now I have to play through the whole game and load every texture in Dolphin to be able to use them in Ishiiruka. Because of this I would like to request texture conversion in Ishiiruka, alternatively I would like some help finding a stand alone converter tool so that I can convert all textures in bulk.

There is no such tool. It's not possible to create a generic stand-alone converter, because any program that converts between texture formats needs to be able to access the original textures, which can't be done in a way that reliably applies to all games unless you actually are playing through the game.
Which are these texture packs that still are using the old format, by the way? I'm a bit curious.

texture conversion is available in older versions, just download any version older than 820 and you are good to go.

I am using version 733. I enabled texture conversion in gfx.ini and it's not doing it for me. Is there something Ishiiruka specific that I need to do?
