Creating a "portable.txt" file makes the dolphin.exe IN THE SAME FOLDER run as a portable program. All settings, configurations, shader cache, etc will be contained inside that same folder.
This is useful to make sure the version of Dolphin (or Ishiiruka in this case) is as "clean" as possible. There will be NO files carried over from previous versions.
THIS IS IMPORTANT when trying to isolate problems.
I've not read most of your posts because it involves DX12, so forgive me if you've mentioned this. Does this happen with a "Master" build (See: whatever version is at the top of [ur=https://dolphin-emu.org/download/]THIS LIST[/url? It's
4.0-9399 as of this post.
To satiate my curiosity, I went and googled "HRESULT 80004005". From what I can see at a quick glance at google, it appreas to that this error can happen to all DirectX versions (DX 9/10/11/12), and happens in other programs.
Let me share some of them:
I) Blame your video card driver. Either update to a newer driver or use/try older driver versions
II) A/the developer(s) broke something. Report and wait for a fix to come.
III) An error message when compiling the source yourself. Perform a
clean uninstall of every dependancy required by Dolphin/Ishiiruka and then download and isntall them. This is stuff like DirectX, Visual C++ Redistributables, and other libraries and such.
IV) Try right-clicking on Dolphin.exe and "run as administrator".
V) Run the
"System File Checker" tool to check/fix Windows' files.
Note: Point "III" comes from this forum. Specifically THIS POST.
These are all acceptable conclusions, but I don't know if any of this is even remotely relevent in this case.

I don't know if you've mentioned what your native language is, and it is not in your forum profile. Are you Polish? If you're not then I apologize. I was looking at
your screenshot in this post and I did a google search for "ostrzezenine".
Is this true? Are you fluent in any other languages?
I'd really like to help you, and your issue deserves support no more or less than issues anyone else has.
If it's not to much trouble, perhaps you could post twice. Once like you have been (text in english), and once in your language(s). I don't think I speak english well enough (and it's my native language!) so any other language is impossible for me.
I truly hope another member of the forums can speak your native language, or become a translate for us when/if they run out of ideas.
I can help no further. Not that I was any help in the first place lol. I don't have an ATi/AMD card, and I don't have Windows 10 for DirectX12 (come on AIB GTX 1080 with another pin connector and missing power phase hardware!... Or 1080 Ti/Titan, whichever comes first!)
