It's already on Ishiiruka. It's been there for a few versions.

D3D11 is much faster than OGL on AMD cards. Pick a game with a save file that allows you to start always in the same place for consistent testing. Turn off vsync, change emulation speed from 100% to unlimited, and enable the FPS counter. Now start your game and load your save file and look at the counter without making any inputs with the gamepad or wii remote. Do this with with the varios back-ends and you'll be able to tell which one works best on your system. You could the same test with other games too, to be sure.

I think it depends on the card, the latest semi-high end ones should have 0 problems with OGL when it comes to performance.

I hope that is the case with newer cards. Â I can only speak for the good old R9 280 that I have. Â On that one, I can guarantee you DX11 is the best choice by far.
the performance in ogl for amd is not limited by the gpu is limited by the cpu, amd opengl implementations tends to use a lot more cpu than nvidia one, thats the reazon games seems works better on ogl on nvidia cards.
so to keep it clear:
if you have a big intel cpu, all backends will works fast with nvidia or amd.
if you are cpu limited:
if you have an amd gpu: backends in order of performace : dx12, dx11,vulkan, dx9, ogl
if you have and nvidia gpu: backends in order of performace : ogl, dx12, vulkan, dx11, dx9
this results are tested using 3 different gpus RX 480, R9 290, and gtx 750
For some reason my R9 280 does not like DX12 very much. The performance is just bad with it.
@themanuel: but the order of the other backends is correct for you?

I updated my GPU to Nvidia 1060 6GB, latest drivers 375.70
I'm testing performance
When I use vulkan and load HD textures in DDS format, dolphin crash
If I use textures in PNG format, dolphin works correctly
I tried it with super mario galaxy and Xenoblade Chronicles
I tried it with the latest development and stable version
With master version works correctly
