Well that folder is missing the extension and a few other things so I pasted it into other folders nothing, I tried pasting folders into it nothing, that includes all links here and a few other dolphins nothing.
I do have the option for directx11 but that does nothing other than being an option.
Also even if I can load normal maps I will still have the issue of some textures not loading.

Ahh, for some reason I was having an issue finding any Config folder because the location of the emulator itself and all of its associated files are split into two different paths... Anyway, here it is.
Sorry to nag, but please let me know if you're able to get around to helping me sort this out at any point! I've plenty of other things to play in the meantime so there's no urgency, I just want to know I haven't been forgotten in the midst of everything else you have to take care of.

How did you get 499 to install? I have the directx 11 option but nothing to do with normal maps at all. Everyone says download 499 and that should be it but I get no extension with mine and combining it with other folders does absolutely nothing.

I've heard NDO is ace for generating normal maps, although sculpting a texture in ZBrush and baking it to a normal map gives finer results.
Combine these normal maps with the nearest-neighbor filtering and we can make some cool styles. 
I use this one https://developer.nvidia.com/nvidia-texture-tools-adobe-photoshop (I take a all the layers group them duplicate merge then convert to black and white and change things to stand out the way I wish then convert to norm maps with the plugin and of course fiddle with it that way as well)

One of mine is free the photoshop plugin also can you please tell me how you got 499 to install properly. I keep getting a folder with no extension and the software that I do get does have directx 11 as an option but clicking it does nothing also it seems some textures are in error when loading them on that emulator they do not even bother showing up.
