Tested a bit in a hurry, but instead, compared to the previous one, I seem to get a good speedup from this last version (b167c59): Xenoblade has the same speed, SMG, Spiderman SD and Pandora's Tower get 1-2 more fps and Fatal Frame 4 gets a 3 fps boost (from 30 to 33)
Tomorrow I will test more games...

For now what I can say is that fps for me are higher but there might be a little more stuttering the first time some scenes are played (that's only an impression and very difficult to test, it's only a matter of trying to remember how much stuttering I encountered with previous versions...)

Heh, because normally you put the x86 version first and x64 second, so yeah, it's pretty much your fault ;P
About the stuttering: It doesn't seem more than before here. It just feels like it pretty much every time because with every new build the shader cache resets and needs to cache all new stuff.

Is the cache dont worry about this, and peformance stills normal.
updated the main post with the latest version. custom textures are fixed in dx9 backend, please test them.
Well, there's progress to be seen there ^^
The glitches in Xenoblade title and options screen are gone. Unfortunately though, the game still crashes when trying to go ingame.
SMS still has the same glitchy custom textures. Also, the sand still creates the slowdown.
Anyway, I guess you're already on the right track
I've also tried the same Xenoblade custom texture pack in PNG format. Interestingly, results are very different. Most custom textures don't show at all, very few look correct (like that hand shake sign you see there) and most that do show are glitchy (that mini-map is normally not extending over that circle

).
Maybe SMS would be fine with DDS files, unfortunately there's no pack with that format, so it's hard to test.
I guess it's better to completely fix DDS format support, though, because I think you're almost there.
EDIT: Back to DDS costum textures: I don't know if this helps but setting the texture cache accuracy to safe or "middle" position makes the game go ingame, however, most costum textures don't show up (those that do, show correctly, though).
Im going to test new version and see what i find.
StripTheSoul: thanks for the info wil take a look at that, can you give me more info on the path htat dont let you go in game, that texture pack is designed for fast texture cache setting so it will only work with that setting. when you try to load it crash the emu? do you have a savestate or game directory to reproduce the exact error?
Huh, I would have thought that the game would crash for everyone in every game, but now surprisingly I see that the game/Dolphin doesn't crash when I start a new game.

I'd be interested to know if the crash doesn't happen for other people? Maybe my 1GB gfx card is not enough for all those hi res textures? O_o
