master core merge take a little performance in some scenarios. still to be discovered the reazon of the regression.

but there are two issues with this commit:
- It's a CPU hog: The new high quality (FIR) audio resampler slows down Dolphin by
up to 15%*. There's no UI or .ini option to switch back to the current Linear resampler (low quality, but high-performance).
- Dithering to 16bit is broken / not impemented.

The buggy WSH should be removed as well (IMO) and replaced with a set of properly working Widescreen AR patches.

@kirbypuff: wtf - up to 15% slowdown? The only line of code which should affect the performance is
this. Everything else run on the audio thread and so shouldn't be an overhead at all - if you don't have a enough CPU cores.

Up to 15% slowdown on PCs with a
Dual-Core CPU.
If you disable 2 of the 4 cores of a true quad-core [4C/4T] CPU to simulate a Dual-Core [2C/2T], the speed drop from this commit is ~15%.
Bad news for users with Pentium G, Core 2 Duo, Tegra Denver and AMD X2 CPUs.

Yep, I'm actually playing SMS with latest Ishiiruka at 60FPS in HD with HD textures

The only things you need to do it make that patch for SMS, enable it, enable cheats and enable Double Video Rate Hack in the game settings.

latest version is slower for you?
updated the lates foilder. merged async events and higher quality audio sampling from master. to avoid performance problems from the audio changes i'm using cubic interpolation. please test an let me know your opinions.
