Overall its specs are extremely similar to a high end smartphone. All three major components are pretty much equivalent to what current high end smartphones have. It's still weaker than a PS3 in all three areas. But not by that much in the areas that actually matter.

In what specific regard? Graphical fidelity is determined almost entirely by memory and gpu constraints. The PS3 is without question still superior to any mobile device in both of those areas.
So the PS Vita is close to the PS3? Would 75% or 80% of the PS3's power be accurate? Also is the PS Vita above Wii level?

By miles. I think a lot of people don't fully realize how weak the Wiis hardware is. It's closest console cousin in horsepower (in my opinion) is the xbox.

Okay another question. Which do you think would run faster, Dolphin for Android or Arm Linux distribution or a PS Vita emulator for Android or Arm Linux distribution?
Technically it wouldn't need an emulator.. I think. It would need something similar as wine for linux to run windows applications. Just like linux/windows machines they have the same hardware, just a different OS. So honestly if I have the idea here than the Android Wine interface for vita applications would run much better.

It would be better to make it a emulator to allow it to run on different architectures and os's
