The top Universities allow you to go for free if you can't pay. For example Princeton would be around $50,000 but with their financial aid you can go to Princeton for free and you don't have to pay back the money.

Depends on where you go. It ranges anywhere from a few thousand a year to tens of thousands of dollars a year.

I certainly wouldn't mind getting one if the prices come down. I think I would prefer an IPS monitor though.

Only if you're basically the perfect student can you get a scholarship like that. Most states offer scholarships that will pay for 50-75% of your expenses if you maintain good grades and are a state citizen. Anything beyond that is very hard to get. You still usually need a job and/or loans (or very rich parents). Out of state tuition is enormous compared to in-state at any university so it's a good idea to try and stay within your own state if you can.
