Well if for some reason your parents don't know what speed you're supposed to be getting from your service provider (which package they bought) then I suppose you have two options.
1. Unplug the ethernet connection to the router. Plug it directly into a laptop instead, setup the connection to the isp and run a speedtest via speedtest.net
2. Turn off every single wifi device in the house except your laptop (or other mobile device if you don't have a laptop) and run a speedtest from within the same room as the router. That should get you pretty damn close to your max speed.

Probably. I've tried pretty hard up to this point not to make any insulting comments about your family but you're making that very difficult.

I'm sorry. I never had to deal with that problem growing up since most of my family are either scientists of engineers (including my parents). As such I don't really have any advice other than "you can't fix stupid". Here are some images to compensate.
Your parents are paying for dsl and it is quite easy to move a router. It certainly doesn't require a technician. So far everything they've told you is utterly stupid.
