Remember a while ago I was talking about my utility bill? Well my actual usage is low but it's other bs charges they hit me with such as delivery charges. The delivery charge is more expensive than my actual usage/supply charge and for natural gas the delivery charge is more than double my charge for usage/supply.
Btw I see the price of gas is decreasing and fell below $3 per gallon. I wonder why utility companies have not decreased rates for natural gas nor is food going down in price in relation to falling gas prices?

Largely because the change happened only fairly recently. Afaik, Saudi Arabia is still producing tons of oil (literally) despite global drop-off in demand, keeping prices low because of "high" supplies, and they've shown no indication that they're willing to create artificial scarcity or even drop production last time I checked. The U.S. in particular has been beefing up domestic oil production, so prices were likely to stabilize and drop eventually (before rising again, some time in the future), just not this fast.
You probably won't see a dramatic decrease in natural gas prices in relation to gas prices because the demand for ordinary people who just want to heat up their homes during the winter or put something in the oven is pretty constant. Companies that use natural gas for petroleum production will just use less natural gas and get charged less for it, but their case is different from regular Joe Public. Back to what I was saying, this oil price drop happened only a few months back. Food prices take a while to drop (a couple of fiscal "quarters" before we see some change). The most immediate costs reductions for food companies will be transportation, but most likely not nearly enough to say "hey, pass that on to the consumer".
I am not an economist, just some random person taking (educated?) guesses.

It's still around $2.80 here.
~$2.65 here in northeastern-ish Illinois. As a dumb college student who has to drive every day, I appreciate the price decline.
~$2.55 in northern Illinois. I don't live that close to Chicago, where the prices are always (seems like) 40 cents higher than anywhere else.
last I checked it was 1.50 or something like that here, and yes that's per gallon because ontario sucks
The LPG in my country has felt down (finally), it´s less than 2 dollars a gallon. Too bad the gasoline (or gas, whatever) didn´t fall as people expected here (from 5 bucks and some cents to $4.93 f*cking dollars! Seriously?).
If you ever ask me why the price is so high where I live, well, it´s a long story...
It's taken me this many posts to realise you're all talking about petroleum, and not natural gas.
Gasoline* more specifically.
Petroleum can be used to refer to many things depending on context. And is most commonly used to refer to crude oil. Referring to gasoline as "petrol" (which can refer to any petroleum product or source) or "gas" (which can refer to a state of matter) are both stupid since they're vague terms but gas is a bit more stupid I'll admit.
Also we've already had this conversation before, and probably in this thread. So your statement that you haven't realized it until now must be wrong.
Edit: Current prices here are $2.70 a gallon.

Seems pretty simple to me. Imports are taxed, no significant local sources exist, no trading ties with major sources, no bullying of neighboring countries that have it, and no pipelines to carry it.

That would have the exact opposite effect actually. Prices would skyrocket since we're dependent on foreign oil. Our economy is powered by oil like it or not and it has been the primary factor driving most of our foreign policy over the last few decades.

Because they have nothing to do with each other? Even transportation costs (which are only a small part of the cost of food) aren't effected by gas prices since trucks and ships use diesel.

For natural gas that makes perfect sense. But if I recall you were referring to your electricity bill, not your gas bill.
