He could have been recommending it as an alternative way to get a rare game. When I last checked, the forum rules only banned discussion of piracy of games which Dolphin could play, and not software for other platforms, such as the PC or 3DS. We had a link to a cracked version of the Toshiba Bluetooth Stack here at one point, and no-one got rid of that.
If someone declared that they torrented a game, rare or no, they would be treated the same as any other illegal downloader.

That is not correct. Any discussion of piracy is prohibited.

The Toshiba Stack thing was something we debated quite a bit. In the end, we settled on the fact that it is free software, the original hardware is now impossible to find, and the trick for working around the hardware check is very simple (no drm is subverted, it's just a quick registry hack).

It took me several months of searching and making phone calls to finally get one that wasn't being sold by a scalper, sadly it is only the cart, but at this point I'll take what I can get.
While I am certainly not going to argue against the rules, I am nevertheless curious as to why discussion and/or mentions of all illegal downloads is banned? Naturally torrents of things that can be played using Dolphin should be kept as far away from here as possible, and linking to pirated material may also be considered legally dubious, but I don't really see how it could land Dolphin in trouble if random unrelated warez were to be discussed here with no links or connections to Dolphin.
Probably just a "better safe than sorry" sort of reason. Honestly, after how long it took Dolphin to get its website up to the top of search results over the "other website" I can see why they would want to avoid this website having any small chance of being shutdown due to legal requests.
