I've found the problem. Dell's excellent engineers have designed a case so that all of the air coming out of my GPU gets directed back into it's intake fans. You can't cool things with air as hot as the thing you're cooling, so the GPU gets very hot. I may modify the case, or run it with the side off (as everything seems cooler, including the HDD etc) or buy a new case. If I do get a new case, does anyone have any recommendations?
Also, I forgot to mention that the temperature inside my bedroom is 15°C or less, so it isn't an issue of hot bedroom.

That indeed sounds like a terrible case with bad airflow to me, since your bedroom isn't hot at all.

Anything gets it about that hot. TF2/Rage/Portal hit 90-95°C, and Skyrim/Furmark hit 95-99°C

A picture of the inside would be helpful. Otherwise we really can't make any specific recommendations.
It would, but I'm currently without anything that can take decent pictures. For now, could you just stick to recommendations for a new case? I'll most likely be getting one from
Scan computers if I do buy a new one. It would also be useful, but not vital, for the case to be shorter than 40cm, although I can probably unscrew the draws under my desk if necessary.
