That is redistribution, so you'll need to follow Not64's GPLv2 license. Basically you just need to post the source with the build!
Okay. Here's the Not64 wad.

The source is the latest version of Not64 from Oct. 9, 2017:

In order for sound to work DSP needs to be set to LLE.
Um, no, you need to include the source of Not64 and the source of your modifications. You can't just link to the original source alone. I've removed the link to the WAD, please edit your post with the link and a link to the edited source.
By source of modifications, you mean like a GitHub thing? I don't know anything about programming or compilation stuff. I know why you need documentation for changes made and such but I have no idea how to do that when all I did was use CustomizeMii and inserted Not64's boot.dol into the USB Loader GX wad.

But they didn't edit the source code at all, they just injected the .dol into a .wad with an external program, so how would that work?
That's a pretty tough gray area... if not64 isn't modified, then I think it can be distributed in that case?
