You can use  this to add the dolphin library to Steam Big Picture and it automatically downloads banners.
I have a suggestion

What about profiles for each game (if that's even the correct term) so that I don't have to change all the settings for each game.

Example - Paper Mario TTYD works perfect with specific Graphic setting etc but those settings won't work so well with Super Smash Bros: Melee so I'd have to change all the settings.
With profiles it would save the specific for each game.

There are already patches coming out to change 30 FPS games into 60 FPS games, and that's a much more effective strategy than frame interpolation, as the frames generated by raising the FPS cap are real and not simply averages of other frames.
Frame interpolation for video is easy - you know what the next frame will be before the time arrives to show it. Games do not work that way.
Unless you add horrible input lag of several seconds, then it might work Tongue

As you might notice, the TVs that do this tend to add 200ms+ latency to the display, making a wide swath of games completely unplayable unless you enable "game mode", which disables motion interpolation.
