How long does it take until your request to join translation team is approved?
I have few small fixes to Russian translation of website and might translate other things in the future.

Usually the person in charge of the initial translation is the one that handles requests to join the team, so there is nothing fixed about it.

What if last time he (N69) was online is almost 1 year ago?

This, and there wasn't even a single new string to translate, all were old ones and stuff that were removed (projection hack, mmu speedhack,etc).
