This list is outdated! See the Dolphin CPU Benchmark or the Windwaker Benchmark for newer information.
Scroll down to post #2 for laptops, netbooks, or nettops.
All lists assume cpu performance only and do not take IGP performance into account. Obviously cpus from transmeta, cyrix, centaur technology, rise technology, national semiconductor, NEC, etc. are not included. None of them would be able to run dolphin because they do not support SSE2. Non-x86 cpus also cannot run dolphin (although some developers are currently working on a branch of dolphin that will run on arm cpus).
Up to date as of August 2012.

Desktops:
Performance categorized by box names:
Category 1: Extremely Fast
When overclocked these cpus can run nearly any game at fullspeed even with LLE audio. Without overclocking most games will still run well with LLE audio.
-Intel Core i7 Extreme Edition
-Intel Core i7
-Intel Core i5
Category 2: Very Fast
-Intel Core i3
-Intel Pentium (make sure it just says pentium on the box, and nothing else after it)
-AMD FX series
Category 3: Fast
These cpus are fast enough to run most games at fullspeed with HLE audio, especially when overclocked. When overclocked they can perform as well as category 2 cpus.
-Intel Core 2 Extreme
-Intel Core 2 Quad (very high end models only)
-Intel Core 2 Duo (high end models)
-AMD Phenom II
-AMD A10 series
-AMD A8 series
-AMD A6 series
Category 4: Moderate/fast
Inbetween moderate and fast. Faster than category 5 but slower than category 3.
-Intel Core 2 Quad (most models)
-Intel Core 2 Duo (low/medium end models)
Category 5: Moderate
These cpus run most games at fullspeed with HLE audio if they are heavily overclocked. But at stock speeds they may have have trouble.
-Intel Pentium Dual Core (not to be confused with pentium D, they are very different)
-AMD Athlon II
-AMD A4 series
-AMD E2 series
Category 6: Slow
Even with heavy overclocking these cpus are simply too slow for most games.
-Intel Core 2 Solo
-Intel Core Duo
-Intel Core Solo
-Intel Pentium EE (Extreme edition, dual core)
-Intel Pentium D
-Intel Pentium 4 Extreme
-Intel Pentium EE (Extreme Edition, single core)
-Intel Pentium 4
-AMD Phenom
-AMD Athlon X2
-AMD Athlon 64 FX Dual Core
-AMD Athlon 64 FX Single Core
-AMD Athlon 64
Category 7: Will not run the application at all (you will get an error message).
-Intel Pentium III
-Intel Pentium II
-Intel Pentium II Overdrive
-Intel Pentium Pro
-Intel Pentium MMX
-Intel Pentium MMX Overdrive
-Intel Pentium (the original ones from 1993-1997)

Xeon and opteron have not been included because these are names that have been used for all server cpus for Intel and AMD for 9 years (in the case of opteron) and 12 years (in the case of xeon). Some are very old and very slow. Others are very new and very fast. There is no way to distinguish them without the model number.
Celeron and sempron have not been included because these are names that have been used for all low budget cpus for Intel and AMD for 9 years (in the case of sempron) and 14 years (in the case of celeron). Some are very old and very slow. Others are very new and very fast. There is no way to distinguish them without the model number.
