So speaking of CPUs, 60fps, and Dolphin, I found out something very interesting with F-Zero GX; apparently the game is actually built to run at both 60fps AND 30fps.
I wanted to record some gameplay of F-Zero GX at 60fps, but since my CPU is too weak to do 60fps even without recording, I figured I would just set the framerate limiter to 15 and then just speed up the video 4x, or for YouTube upload it at 2x speed and then use the HTML5 player and set playback speed to 2x. It turns out however that the recorded footage was only twice as slow even though it was 15fps, so when I sped it up to 30fps the video ran at normal gameplay speed.
Unfortunately, this means that recording F-Zero GX at 60fps via Dolphin will actually require running the game in realtime at 60fps. >_>
EDIT: Well, there are supposedly cheat codes that allow you to modify the speed of how fast the player and the AI moves at. Theoretically you could set the cheat to run at half speed and therefore running the recorded footage at 2x normal gameplay speed would actually appear to be the correct gameplay speed. However, I was unable to get said cheats to work whenever I tried to use them on a real Wii...and I know that the cheat functionality was working because I was able to get the GX -> AX code to work.
Well my touchsmart iq820sc CPU Core 2 Duo P9600 runs for example RE Archives at 3xnative resolution (desktop 1920x1200) 100% all the time, and it is only ~2,7ghz (only with dolphin 4.0-46+). So what is the comotion about overclocking ? I use HLE, so maybe LLE would be overkill.
Is there a possibility to benchmark with Dolphin ?
Dolphin has an option to log FPS

It's not unusual to get good performance on lightweight games with inaccurate settings even on older hardware. Many games are far more demanding than RE.

Ok, i tried it with RE Archives (Wii). I runned trough the main hall and the bird cage parts (the ones caused heavy problems when using Dolphin 3.5-xxx) and it was butter smooth. And by "smooth" i mean that there is no slowdown or audio cracking/popping/cut-out etc. What exactly are "heavy" games, so that i can try them ? Btw, is there something wrong with my settings, or what do you mean by "inaccurate" ? Any kind of help and hints are always welcome
Edit: Tried also Super Mario Sunshine, Eternal Darkness, Luigi's mansion and Paper Mario TTYD and those work fine with 3x.

Wouldn't that make the audio go faster as well, and make it sound, well bad?

Oddly enough on SpongeBob: TOS I'm getting better performance with 4.0 (stable) than I was with 3.5 (and older revisions).
