I can't run Wind waker at playable speed even with fastest settings, it runs on 15-20 fps.
Here's my specs: I5 4670, Sapphire Radeon hd 7970, 8 gb @ 1600mhz and I'm using Dolphin 3.5.

What settings are you using?

I followed this guide: https://wiki.dolphin-emu.org/index.php?t...ance_Guide .
You got to be kidding me Tongue , my low end laptop run Zelda WW full speed (even faster than full speed if I disable framelimit)
Use latest Dolphin , Direct3D9 , 4x Internal Resolution , no anti aliasing , 16x AF , Set Framelimit = 30FPS and tick "limit by FPS"

I'm not kidding! It seems like the Cpu doesn't want work at his fullspeed, Cpu-z says that Cpu is stuck at 1ghz when I'm playing with Dolphin but I don't know why!
You can control CPU clock speed with Throttlestop
I wrote a guide here (Part 1 :CPU performance)

The Intel's site says that Intel Turbo Boost Technology Monitor isn't compatible with 4th generation Cpu, so I can't follow the guide...
I'm assuming you looked at the pictures without reading the text, set the backend to DirectX9.

It was already on Direct3d9.
Go into User/GameConfig and change this:
EFBToTextureEnable = True.

It's a shame because you shouldn't need to do that with this CPU
