Check your Bios see if there is anything strange

EFBToTextureEnable = True.
It's a shame because you shouldn't need to do that with this CPU
Just like before 17-22 fps

Check your CPU temps using either Core Temp or RealTemp
Err ,it seems Throttlestop still work without Intel Turbo Boost Technology Monitor
I will update my guide now . You can continue using Throttlestop
1)The Bios is set on Auto, is this ok?
2) My Cpu temp is always under 50°.
3) Ok, I will try Throttlestop.
Edit: "Throttlestop says Cpu not supported!"
Btw , Throttlestop will not change your CPU clock speed at idle . It will change CPU clock speed when your CPU run a program that demand such power
Please use CPU-Z to check what frequency the CPU is running at, that CPU should be able to get those speeds on single core, speaking of which, make sure dual core is enabled

1) Throttlestop doesn't even start, it says: "Cpu not supported"
2) Cpu-Z says that my Cpu frequency is around 800 and 1700 mhz, it rarely run at 1700mhz but when it does I get 30 fps.
