I thought your CPU Ratio = Auto but it has 34x there
Aside from Dolphin , Is there any program/ PC game can make use of your CPU ? (make it run at higher clock : 3.4GHz+)

Try temporarily disabling the power saving features in the BIOS like speedstep and C3, etc. It wont hurt your PC any to do so for testing. also, this likely isnt the culprit but go to the Control panel and ensure your Power Config is set to standard or High and not some custom setting.
For some reason it sounds like your CPU isnt getting out of power saving mode.

Perhaps , your antivirus program limits Dolphin performance
2 Options :
_Add Dolphin to safe list or sth like that
_Disconnect internet for safety , disable antivirus .and then test Dolphin again
