direct3d11 the plugin still does not rotate at a speed acceptable in comparison with the Direct3D9.

My PC is strong enough to run any game on wii emulator?
I know why its not working.... Your video card doesnt have directx 11 *facepalm* I have the same video card. and it only supports directx 10.1
My specs are almost the same as yours except i have a little more ram. Use D3D9 and you will get 70 to 90% speeds in most Gamecube games and maybe 65 to 85% for most Wii games.
