I updated my drivers recently and when i run glxinfo it shows it supports opengl 2.1 now
OpenGL vendor string: Tungsten Graphics, Inc
OpenGL renderer string: Mesa DRI Intel® 965GM GEM 20090114
OpenGL version string: 2.1 Mesa 7.6-devel
OpenGL shading language version string: 1.20

I am not sure whether it fully support gl 2.1.

Choose your OS, download and run the program. That should give you a better, and less complex, idea of what version of OGL your graphics card supports.
