Yes, it has essentially the same effect, with some minor differences such as most WBFS writers excluding the update partition unlike Dolphin.
The reason why conversion from WBFS to ISO hasn't been added is because WBFS doesn't store the size of the ISO. Dolphin would have to use some kind of heuristic to essentially guess how large is supposed to be. If it wasn't for that, converting from WBFS to ISO would already be working.
As for why conversion from ISO to WBFS hasn't been added... Well, nobody seems to be interested in writing the code for it, and I know I'm personally not interested because WBFS is the worst possible format to store disc images in from a preservation perspective and is also the second worst format when it comes to playability problems, only behind NKit.
