best support for MEM2 "errors even in LLE mode on wii64 rice": You can use a N64 emulator for Windows or Linux like Project64 which would probably be a lot more stable and a lot faster.
support gyro using the DS4 driver "cemu hook does in cemu": You can use the motion sensing of DS4 if you use something like VJOY and connect them to the correct axis and then map those accordingly in Dolphin. If you need them to play Motion+ games, probably not gonna happen since every game interprets the Motion+ gyros differently and it would be impossible to make an UI for that.
If you want native support... well, I'd say take a crack at it and program it, Dolphin is open source (unlike CEMU) so you could make a native DS4 implementation if you want.
