It might. Please report the issue on our issue tracker, with proper reproduction instructions (probably providing a SYSCONF causing the issue).

The timestretch branch added the feature to all backends, and the latency is lower than the current master, would be nice having it in 4.0 (especially to avoid users complaining about synced audio)

Since my comments about this is getting lost in a commit comment:
Wii-Network is having a lot of issues for me: 1) Tetris Party (Wiiware) no longer connects to wifi (this used to work). 2) Texas Hold'em Tournament (Wiiware) no longer connects to wifi (this used to work). 3) Star Soldier R (Wiiware) no longer connects to wifi (this used to work). 4) The Internet Browser (Opera) is no longer able to connect (this used to work). 5) The system menu built-in internet connection test fails to connect to the internet (this used to work). 6) The System Menu .wad does not load (used to boot fine and get you to the sys menu). 7) The Shop Channel .wad causes the emulator to freeze up with 0fps (used to display an error message). On the bright side, I am able to connect to wifi with Dr. Mario RX (Wiiware) and play online. Basically, nothing I used to be able to do with Wii-Network works anymore (except for Dr. Mario). So, yeah, either no one bothered to test this stuff on Windows, or these are all issues with my machine only (not likely).

OS: Windows 7 Home Premium, 64-Bit - SP1 CPU: AMD Llano A6-3400M, Quad-Core, 1.4GHz-2.6GHz (Overclocked) GPU: AMD Radeon HD6650M, 1GB GDDR3 (Catalyst 13.1) RAM: Samsung 4GB DDR3-1333
None of these are regressions, making this extremely low priority.
