D3D9 hasn´t been officially supported for -years-.
Try using the DX Web Updater anyway. Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.
Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 780/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.

If your system specs are the same from your profile, then I'm sorry but currently supported Dolphin versions won't be able to boot any game. Not only your system is too weak, it's integrated GPU lacks support for almost everything Dolphin needs to run games...

Your GPU does not support D3D11.1
https://github.com/dolphin-emu/dolphin/b.../Readme.md It might support GL 3.3, but I would not get your hopes up. 11-05-2018, 10:11 AM

But when I had Mobile Intel 4 series chipset family dolphin worked fine. I tried to use Ishiiruka that supports DX9 backend (know that's old backend) and the same problem. I have installed also Visual C++ 2015; .NET 4.5 and XNA 4.0 11-06-2018, 12:29 AM

There are a total of 10 different GPUs in the whole Intel 4 series. That info is little to not specific.
https://ark.intel.com/products/series/34...s-Chipsets EDIT: It seems some of those chipsets used the GMA X4500, which supports DX10. https://en.wikipedia.org/wiki/List_of_In...s_chipsets Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

We don't support 4.0.2 or any fork of it.
You're on your own with problems with D3D9 |
