2 stars is right. The rating is specifically for the unmodified builds with an unmodified game. In that scenario, you can't get past the main menus. Plus the wiki describes how to make it work on the page. I think the wiki rating is exactly what it needs to be.

That depends. Are you talking about problems with saving, or with save states?
I haven't had any problems so far with saving MPT3, as in in the game like you would if you were playing on a real Wii. However, using save states is completely broken.
You answered for me. In-game saves are functional. Savestates may be broken that's right. They should be avoided anyway
