Ok I turned it up to original settings, getting constant 60 fps (frame limiter is on) vbeam checked, and lle is locked to thread i'm running on DX9.
So does this mean it is a graphics card issue?

Probably not, dx11 is slower in dolphin then dx9 on any card in most games.
Also, there is no reason to use dx11 in dolphin, because unlike some pc games, you are not going to get better graphic quality by using it. 12-24-2012, 01:39 AM

You probably already increased graphic options..try with 1x at that boss and see if it still will be 45 fps
What I mean is that since VPS is at 100% your cpu is probably not bottlenecking, but your gpu ( graphic card ) 12-24-2012, 09:14 AM
Here is the save state right here. I tried lowering my graphics settings it didn't help much. Everywhere else is solid 60 fps without drops though.
Edit: I'm trying to send the save state but it isn't letting me. It is a rar file of the save. "The type of file that you attached is not allowed. Please remove the attachment or choose a different type."
