What version of the distro are you currently running? The debs on the download page are built for Ubuntu 15.04 and probably won't work on any other version due to dependency issues. Your best bet is to build Dolphin yourself.

In the future, Dolphin may switch to snappy packages, or the equivalent of those which isn't limited to Ubuntu.
Us switching to Snappy is news to me.
I temporarily solved by installing the new PPA build.

SDL in stable version.
We are using evdev instead of SDL now. Is there any problem with it?
Ubuntu 16.04 (Xenial Xerus)

With evdev, the executed games do not recognize the commands given (nothing happens with the game started)

The same with the PPA and the official emu-master devl version, available in repo.

With the stable version 4.0.2 and SDL, all ok.
You have to redo your controls.
I redid the controls at least 10 times, excuse me.

With my original Pad Sony dualshock..

nothing happens, the controls do not work (even if set correctly in the settings section).

SDL is buggy and results in a lot of other issues, which is why it was dropped.

Make sure your user has the required permissions to use the input devices, or it will not work properly. To test if it is simply a permission issue, run Dolphin as root with gksudo (only do this to test!)
