I did not include DVD drive because I got one out of a friends PC.
The CPU and mobo may seem like an off combo but our beloved Admin89 suggested it (about a year ago) since I didn't want to overclock but still keep a high speed.
The CPU is the only thing I'm really splurging on. I'm trying to keep everything else in a budget.
My goal is to be able to play all or most games in full speed in native resolution, maybe 720 if I'm feeling bold.
I also figure if it can run Dolphin just fine then I will have a general purpose PC that will last a lovely long time.

I recommend a Z97 board so that in the future you have the option of overclocking.
I don't plan on overclocking. No interest. I was told an H97 would serve my purpose fine. I have been been skimming through a few Z97s on prices. The mobo spooks me the most tho because I read reviews on just about every one that evenly say, "great mobo! Love it!" to "DOA! POS! Don't buy!"
You may want to change the OS to windows 10 because it supports Direct3d12 back end and latest Dolphin run faster and more efficiently with it

i7 6700k is faster than i7 4790k in Dolphin Benchmark despite having lower turbo speed . i7 6700 is only 200MHz slower than i7 6700k
Thanks Admin! You even saved me a few bucks! I do loathe having to shell out another 100 bucks for win10 tho. I'll be fighting with this a couple more weeks.
You can download Windows 10 and then type Windows 7's key on the installation screen (DOS , clean installation). I tried it on my laptop and it worked perfectly
OS's are honestly confusing to me nowadays. I'm a fossil in this category. The last time I physically installed an OS on a machine was windows 95 on my Gateway years ago. I've bought other machines pre installed. How do I download and install an OS with nothing on the brand new assembled machine?
That's why you will need to buy Windows 7 and then install windows 10 later

You will need a DVD to write that iso on and then perform a clean installation from DOS .It will ask you to enter a key to continue , you can enter your Window 7's key there
There is also absolutely free version of Windows 10 called Window 10 with Bing . It does not require any key , the only downside is you will have to stick with Bing as default search engine which I believe most people hate .

Windows 10 with Bing is only available preloaded from OEM's,  and only requires the search engine to be Bing by default.  It does not at any point restrict the use of other search engines.
please, for the sake of your sanity, get a modular PSU
