How to download the latest versions for x86 ??
You can't because support was dropped.

32 bit support was removed a couple of months ago because it was getting too hard to maintain, and can be explained here: https://dolphin-emu.org/blog/2014/05/19/obituary-32bit/

Also, your hardware does not meet the minimum requirements for Dolphin anyways.

Processor/CPU: AMD 4400+ 2x core x64
Video Card/GPU: GeForce 9600
Memory/RAM: 1024

Dolphin needs 2 strong and fast cores to run. Unfortunately, AMD has not been making strides in increasing their single-core speeds, so Haswell CPUs vastly overpower anything AMD can offer. The current best in Dolphin is the Pentium G3258/i5-4690k/i7-4790K. Why the Pentium G3258 you ask? Because is a dual-core that can overclock to the levels of the i5/i7, where it almost matches their max speed. So its a cheaper alternate to buying a quad-core system if you're looking to make a sub-$500/600 build.

How to run x64 version on x86 windows ???

You need to install a x64 version of Windows 7. If you have a legitimate Windows 7 key, you can download the x64 version of Windows 7 from Microsoft or one of their affiliate site, burn it to a disc or set up a special flash drive, and then install Windows 7 x64 with your current license key.

Or if you don't have your product key, you could install a free 64 bit OS, like Linux.
