32 bit support was removed a couple of months ago because it was getting too hard to maintain, and can be explained here: https://dolphin-emu.org/blog/2014/05/19/obituary-32bit/
Also, your hardware does not meet the minimum requirements for Dolphin anyways. You need to install a x64 version of Windows 7. If you have a legitimate Windows 7 key, you can download the x64 version of Windows 7 from Microsoft or one of their affiliate site, burn it to a disc or set up a special flash drive, and then install Windows 7 x64 with your current license key.
