I'm thinking of buying a new laptop and I want to know if it will run wii games like Smash Bros. and Skyward Sword in dolphin smoothly.

I'd look for a laptop with an i7 4700mq to be honest.

I found the same laptop with an i7 4700mq, but with only 2.4 GHz. Is this better than an i5 4200M with 3.1 GHz?
In turbo mode, the 4700mq goes to 3.4GHz, while the 4200m goes to 3.1GHz. This extra clock speed makes it faster for Dolphin, and the extra cores make it faster for multithreaded applications.
Not to mention Dolphin also benefit from background processing (up to 20% speed improvement) . If you have a Quad Core , you will have 2 pure cores/threads for Dolphin , 2 cores/threads for background processing .
I have a bit of a tight budget, so will the i5 4200M be good enough or will I need the i7 4700MQ to run dolphin at a decent speed? Also, is Intel HD Graphics 4600 good enough, or would I need to get a different graphics card?
It will run most games fine. But if you ever hit a CPU bottleneck in more demanding games, you will wish you had sent that little bit extra.

Intel HD 4600 can hit between 2-3x IR (Internal Resolution) depending on the game

4200 is enough for decent speed but you should go for 4700.

As KHg8m3r said it depends on which games you've been planning to play
I have the 4200M and am able to run lightweight games at constant speeds with 2xIR, for the heavier games like Metroid Prime I go down to 1xIR. Overall good experience depending on the game and settings.
I found another laptop I might want, but I'm not sure if it's better or worse than the lenovo g510 w/ i7 4700mq.
