I started The Wind Waker with a black screen and I noticed that my FPS went from 30 to 18 to 0. The same thing happened in Twilight Princess. In Super Mario Sunshine, the Nintendo and Dolby logos come out and then the FPS just crashes. I do have a TERRIBLE gfx card, the Intel HD2000, but i can run PS2 games on this PC, and every other spec is MORE than enough to play GC games perfectly.

It sounds like your dumps are bad/corrupt. Redump your games. Use a program (like WinMD5) to generate the dump's MD5 hash, then compare that hash with verified one from GameTDB.com or Redump.org. If your hashes don't match theirs, your dumps are corrupt. If they match, they're fine.

Doesn't matter. Dolphin is not a PS2 emulator. That you can run something like PCSX2 means nothing about your ability to run Dolphin.

Actually, you're on the fairly weak side of Dolphin hardware. The GPU is generally only sufficient 1x IR - 2x IR. Your CPU is good for light games and some average games (doesn't matter if you're using the G2030T or the i3-3240T, both are low-voltage CPUs and not very suited for Dolphin). But that's all beside the point. Your symptoms are very similar to all the cases of bad dumps we've had on these forums. Dump your games again, check the MD5 hashes, and see where you go from there.
Do you have the Dell with the Pentium 2030T or the i3-3240T? Neither is enough to "play GC games perfectly" as you said. The i3 is adequate when it comes to Dolphin, and the Pentium is a bit lower than that.

You probably are missing something driver or something. Google Intel Driver Update and run that, as its probably a video driver problem. Then Google DirectX Web updater. Then check Windows update for anything optional beside Bing junk. Also look into upgrading to Windows 8.1 (its free).

I have the i3 and I already have 8.1. I plan on getting a GeForce GT 610 card, but I don't know what processor to get. My DX runtimes and Windows stuff are all updated, though. Thanks!
EDIT: I have the i3-2100T.
What is your budget? We normally recommend the i5-4670K if having high budgets.

I am not a person with a high budget, as I am a student, but if there are any other, sub-$150 processors that work, than feel free to to throw them at me. Thanks!
EDIT: Would this AMD one work? ( http://www.amazon.com//dp/B009O7YU56/ )
This one is the Pentium Haswell G3220: http://ark.intel.com/products/77773/Inte...e-3_00-GHz.

According to the page, the price if buying one being in box would be 64$, but as it says, that´s the one for direct Intel customers (prices may vary, that is).

There´s one on Amazon.com (U.S.?): http://www.amazon.com/Intel-Pentium-Proc...B00EUVG3P6

Note that it uses LGA 1150 CPU socket, and the price is only 2$ higher from the one specified by the official CPU´s page. It isn´t a bad deal, is it?
If your dumps are corrupted, it won't matter how good your hardware is (Dolphin won't play your games).

Just saying, since not being able to play games at all was your original problem. Don't forget to check that. :p
That, and the AMD processor you are talking won´t be enough if planning to play very demanding games.

The G3220 link is wrong but I found it on the site. There was another one that I found, the G3220T ( http://ark.intel.com/products/78007/Inte...e-2_30-GHz ), which is $6 more expensive, but a bit better. Is that good enough for Dolphin?

Well, yeah. Anyway, I have some links that would hopefully be good enough to run Dolphin well.
