Go with the i3, because the hyperthreading will give you decent performance even outside Dolphin.
The Dell One can't change the CPU/GPU because it basically uses a laptop motherboard with no expansion slots. And you're being limited by the CPU anyways. You would need to buy/build a whole new desktop.

I redumped it and made Sunshine work so yay. Dolphin is working well, too.
