Go with the i3, because the hyperthreading will give you decent performance even outside Dolphin.

The Dell One can't change the CPU/GPU because it basically uses a laptop motherboard with no expansion slots. And you're being limited by the CPU anyways. You would need to buy/build a whole new desktop.

I redumped it and made Sunshine work so yay. Dolphin is working well, too.
So, I'm back here and making this part of the thread an "Is my (hopefully future) hardware good enough?" I'm not going to bother with typing so I'll just post the link of my Newegg wishlist.
