Are the people supposed to look like this?

No , maybe you mess with the settings or your graphic card cause this issue (Download & install latest Nvidia driver) . Try these settings + 3x or 4x Internal Resolution , no AA , 16x AF and use Directx9 backend
Latest Dolphin version work fine here

I do have the latest driver... I tried the 3x and 4x Internal Resolution , no AA , 16x AF and used Directx9 backend but it still appears for some maps. Other maps run fine.

Did u try other graphic backends? (DX11, OpenGL)

I tested all maps today (include the map that show in your attachment) , no problem so far

I tried DX11... crashed saying my Graphics card doesn't support it...
Will try OpenGL
