Is it my Laptop that runs games slow or the emulator?

Specs: AMD Athlon II P320 Dual Core Processor @ 2.1GHz
ATI Mobility Radeon HD 4250
Ram: DDR3 3GB
This is on a Windows 7 so I have DirectX 11.

If it matters, I have the latest Dolphin Build. I've also tried many games on the emulator and they run decently just a little slow.

play games that dont need high cpu go see in games section in the top one thread they tell . with you spec you can handle few games full speed but more will be slow

Depends on the game. What you have is not terrible, but you will struggle with more intensive games.
