Is it my Laptop that runs games slow or the emulator?

Specs: AMD Athlon II P320 Dual Core Processor @ 2.1GHz
ATI Mobility Radeon HD 4250
Ram: DDR3 3GB
This is on a Windows 7 so I have DirectX 11.

If it matters, I have the latest Dolphin Build. I've also tried many games on the emulator and they run decently just a little slow.

Depends on the game. What you have is not terrible, but you will struggle with more intensive games.

E8400 @ 3GHz, 4GB Ram, Gigabyte 275GTX, Windows 7 64-bit
