First of all, don't force AF in your GPU drivers for "dolphin.exe". Let the application decide. Or else AF won't work no matter what.
Anisotropic Filtering is disabled by the "PZL.ini" file, in order to make Zelda I and Zelda II work.
The file is in the "Sys\GameSettings" folder. Delete or comment (with #) these two lines:
