That's just a Photoshop file that was included with ArchTalko's arts in case anyone wanted to edit them. And it really doesn't matter where you "install" textures, as long as they are somewhere in the SX4 folder in any subfolder. The headers like [Arts_Buffs] that tell where to put them serves two main purposes: to keep things organized, and prevent two textures with the same name end up in two different places.
@ Loki_: Most stutters are probably shader cache. The only textures I know of that can cause a brief stutter are the maps, but only when a transition occurs in some areas. If you want the best looks then consider an older version of Dolphin. The one mentioned is only useful for this game. 01-17-2017, 05:49 AM

Hey guys! I'm currently rendering a nice Dreamscene that uses the XBC title screen. I'd have used the HD pack here, but my laptop flipped its shit when I tried to run it with the pack. Dunno why. I rendered it in 1080p, with the internal res at 1440p. I'm currently running it through Adobe After Effects with Frame blending, bumping the framerate from 30 to a lovely 60 fps, as well as a nice improvement to the rather washed out colors.
I'll post the video tomorrow, considering it still has 2.5 hours left to render, and I got school in the morning. The file will be a *.wmv, considering that's all Dreamscene accepts. I'll work on the texture pack issue and see if I can render in with it on some time, but I just don't have the time right now. A warning, though: for some reason, when I recorded at 1080, it did some bad compression, and it's got some small artifacts. On smaller screens (such as my laptop) the artifacts are completely invisible, but on higher res, larger screens, if you look hard enough and pay enough attention, you'll see them. I'll work on a V2 to rid of these problems at some point.

The one mentioned is only useful for this game. Thanks mate, testing different dolphin versions, right now i'm on Ishiiruka-Dolphin (Last Version) and is the one with best performance with my config. One thing more, is it normal that sand looks like this? These are the settings I use on Dolphin right now, if there is something wrong or something i could improve any suggestion is welcome. I noticed that the mediafire link to the old packs is ded. Is there another way to get them these days? Because the latest one apparently gives me some issues. As described here. Are you using just the core pack? The higher resolution "bonus" packs are stressful.
Also, make sure you're using the dds version. PNG is a lot slower to process. You can alleviate the PNG issue if you enable prefetch custom textures option in the same tab as you enable custom textures option. This option requires at least 10 GB of RAM, but I recommend 16 GB just to be safe. Also, I recommend playing without AA for all dolphin emulation, unless you're certain your PC can handle it. Turning up internal resolution basically accomplishes the same thing, and its strain isn't as heavy on your system. If all else fails, you can try deleting the maps and environment folders since those are the biggest system hogs. If you haven't played since 2015, I can almost guarantee that the environment textures are your problem. Especially tephra, a contributor named Bruno added some insane textures to the game starting in that area. The old packs are gone. I had them backed up on both mediafire and mega, and both accounts were suspended indefinitely on the same day.
