Hi, im gonna buy a new cooler and overclock my Phenom x4 9950 BE from 2.6 to 3.6 GHZ, I am also going to be upgrading to a GTX 460; i currently have a 9800GT. Should i expect atleast a 30% increase in Dolphin from this?
Will this upgrade be sufficent?

Can't say for sure. The source of the bottleneck depends on settings. Phenoms have a much lower performance per clock with dolphin than core 2 or phenom II but that will actually make it more likely for you to achieve a large performance increase from overclocking.

I think giving the money to a new cpu is more worth it than spending money for a new cooler in your case. Your motherboard should probably support new Phenom 2 x4.
