As far as I can tell, there's two things here.
1) Bloom effect. Used in cutscenes and the like. Only way to get it correct is to use the current revision and run at 1x internal res or use EFB to RAM and Scaled EFB Copy (slow).
2) "Ghost" copies of normal geometry visible during normal game play. I've been playing the game a bit on my real Wii, and I think this ghosting is actually part of the game - it just looks alright at normal res, but crap at high res. I think it's either used for a sort of near-field depth-of-field effect, or an attempt at anti-aliasing because the hardware doesn't support real anti-aliasing.
I've seen theories that this is another bloom effect which is not being emulated properly, but I personally don't think that's the case.
I need to switch back to the emu at 1x internal resolution and compare to be sure.
