First you need to download whatever you want to implement. Lots of characters on this page, (I went with Zero from Mega Man).

Then you need an SD card to put it in. Dolphin should have automatically created a file in your main Dolphin folder called "sd.raw". Open it with a program called "WinImage" (Google = Download) and create this string of folders (If you also went with Zero):
SD Card:\private\wii\app\RSBE\pf\fighter\link
"Inject" the four files into that directory. Save.
Now comes the tricky part - You need to put an AR code in the game for this to work. It's a long one too, I probably couldn't fit it into this post, so you can find it in the description for this video:

So I put it into the emulator, activated it, and... It crashed.
Sadly, this code only works on the NTSC version of the game, and living in Europe I bought the PAL version. It might work, but there's no way for me to find out, so if any of you have the NTSC version and feel like trying it out you can use this guide. Do it for science!

I can confirm that it crashes the NTSC version of the game as well. It sits there on a black screen, running my CPU into the ground, trying to get through it... and then I get this error:
READ: Invalid Address: 7fffd0d0
followed by READ: Invalid address: 7fff9d9c
After those two, I held down the enter key, and went through about 2 more minutes worth of Read: Invalid address: ####### errors.
Huge shame. There's a way around it if you're just trying to get textures, music, or hacks in there. It requires that you open up your Brawl ISO file with wiiscrubber (version 1.21 is best for this), and finding the file you want to replace. Right click on it, hit load, and replace it.
I've done that for music, textures, character selection images, etc.
The one thing I can't figure out is how to get Zero Suit Samus and Sheik to have their own icons on the CSS. Custome CSS codes crash Dolphin. D:
