If you uncheck Skip EFB access from CPU, does it fix it? Did it work in newer revs?
Desktop:
OS: Windows 7 64 bit CPU: Intel Core i5 3570K @ 4.4 GHz GPU: EVGA NVIDIA GeForce GTX 550 Ti (Factory OC'ed) RAM: 16 GB @ 1600 MHz Dolphin Revision:3.0, 3.0-784, 3.5, latest 3.5 09-25-2012, 05:14 AM
I tried it on 3.0 and revision 766... ive tried lots of different checkings and uncheckings... nothing seems to work past 34% speed

I'm not asking if it fixed your speed, I am asking if recent revisions or Skip EFB Access from CPU affect the black characters in any way?

Skip EBD Access from CPU had no bearing on the black crap. That was fixed with D3D 11 efb to ram and SAFE

Then there is no hope for this game. Its requirements are so ridiculous as to be nearly impossible to emulate full speed on a current gen system.
Sorry.

Well theres gotta be a way for D3D9 to emulate this game at a reasonable speed instead of D3D11. Whatever is causing the blackness on D3D9 should be fixable with some emulation changes in dolphin

In theory, yeah I would think so. But it's much more difficult than just adding support, and it would take a very long time.
The devs are more focused on fixing issues that have no solution currently. Optimization isn't a big concern.

hmmmm I bet whatever is causing that problem is also causing similar problems on other games like NFS carbon, the same graphics issues. Fix that problem and I bet it will solve a lot of graphics issues for lots of games
