I got it working, after following xoppa's and Sukid instructions and a trick i discovered.
Using the exact controller ID in the title of the post (TR)
1- Removed the Generic Bluetooth Radio in device manager.
2- Removed all bluetooth named software using control panel.
3- Used ccleaner to remove the leftover registry entries.
4- Installed Toshiba Bluetooth Stack (v8.02) following Sukid instructions.
5- Followed Xoppa's instructions (comment 61) and Replaced an existing folder of Dolphin (Dolphin-win-x64-v3.0-235) with Xoppa's modified libraries (x64 or x86).
6- Try to connect the controller right clicking the device in the toshiba bluetooth manager, when the dialog pops up, press A and click the button to proceed.
Step 6 didn't work for me, when i pressed A then clicked the button to connect it kept showing a dialog box saying the connection was reset or something like that, what i discovered is that for step 6 to work, first you need to press 1 and 2, the controller will start blinking, you need to leave it alone (don't press anything) until it stops blinking (seems like a full reset, maybe i'm wrong), after that you can follow step 6 and it will work.
