I am seeking recommendations for lower cost good enough mini PC options that will run Dolphin and most GC/Wii games reasonably well. Being able to do some upscaling (2x) would be the goal. I've been searching around for a few weeks, watching videos, reading form/reddit posts, you name it and I feel a bit overwhelmed. All my PC knowledge dropped off about 10 years ago and though I understand the core concepts, the sheer scope of possible options is a lot to distill down into an answer for a cost/benefit question. I would really appreciate your suggestions.

- Under $200 for the PC unit itself (excludes power source, cables, adapters, controllers, etc.) Closer to $150 would be even better but I am worried that $200 is already going to get pushback as a floor for price.
- Reliable hardware, easy to maintain, small form factor, ideally new as this is a gift for someone who does not feel any comfort in this space.
- The screen will be a 1080p living room TV.
- Upscaling looks great and 2x minimum is desired but this is negotiable if it helps hit the price goals.
